JUBILEE is a Special Project of the North Carolina Council of Churches launched in mid-1997. Our purpose is to educate faith groups across the state about federal and state welfare system changes, and organize congregations to:
(1) Assist families losing welfare benefits;
(2) Improve coordination of local faith-based crisis ministries and community services;
(3) Form partnerships with county departments of Social Services to build new systems for family support: and
(4) Uphold a prophetic voice for economic justice as “public Samaritans”, more effectively participating in civic policymaking.
In this proposal we seek support for these general goals, and for the development of two products: Welfare Study/Action Guide, and Families First Training Manual.
